Comprehensive Recreation & Land Management Plan (CRLMP) Permit Program

Through its Permitting Program, HG&E is fulfilling its obligation under its Federal Energy Regulatory Commission (FERC) approved Comprehensive Recreation and Land Management Plan (CRLMP) to monitor recreational activity within the Holyoke Project Boundary.  Through implementation of its CRLMP, HG&E strives to balance the many competing demands for public use of the lands and waters of the Connecticut River within the area of the Holyoke Dam

Dock Permits

Approval from HG&E is required prior to commencing any commercial or residential dock or ramp construction within the Holyoke Project Boundary, which may include but not be limited to: installation, modification or expansion.  Accordingly, an applicant must submit a dock/ramp permit application, available for download below, to HG&E concurrently with submittal of its Massachusetts Department of Environmental Protection (MADEP) Waterways (Chapter 91) permit application.  A copy of your Chapter 91 application and a copy of your property deed must be submitted to HG&E as part of this application.  Note that all docks and ramps that possess current Chapter 91 Licenses/Permits prior to December 21st, 2006, and are included in HG&E’s GIS mapping will be deemed approved by HG&E.

Water Withdrawal Permits

Approval from HG&E is required prior to commencing any water withdrawal within the Holyoke Project Boundary that exceeds an average of 100,000 gallons per day throughout a calendar year and is subject to regulation by the Massachusetts Water Resources Commission.  As such, a Water Withdrawal Permit Application, provided for download below, must be submitted to HG&E concurrently with the applicant's permit application submission under the Water Management Act , M.G.L. Massachusetts Chapter 21 G.  A copy of your Massachusetts 21G application and a copy of your property deed must be submitted to HG&E as part of the application.  Note that all water withdrawals that possess water withdrawal permits prior to December 21st, 2006, and are included in HG&E’s GIS mapping will be deemed approved by HG&E.
