Residential Energy Conservation Program

0% Interest Assistance for Qualifying Energy Efficiency Projects

HG&E’s Residential Energy Conservation Program can provide homeowners with the money they need to make energy-saving improvements to their homes. This program provides financial assistance at 0% interest for the implementation of approved energy efficient measures.  Financial assistance is repayable over a period of up to five years and repayment charges are conveniently placed on your HG&E monthly bill.  A one-time processing fee of $100 does apply. Please see below for project-specific requirements. 

The maximum level of assistance per property type is as follows:
Single Family Homes: Up to $10,000
Owner Occupied, Multi-Family Properties:
     o Properties with two units: Up to $15,000
     o Properties with 3-4 units: Up to $20,000

Equipment Type Requirements
Air Source Heat Pumps & Mini-Splits • SEER ≥ 18, EER ≥ 12.5, HSPF ≥ 9
• Customer must have received home energy audit within past 3 years
• AHRI certificate
• The condenser and the evaporator coil must be new and replaced together
Central Air Conditioning • SEER ≥ 16, EER ≥ 13
• AHRI certificate
• Customer must have an existing ducted heating or cooling system in place before installation.
• The condenser and the evaporator coil must be new and replaced together.
Gas Fired Warm Air Furnace • AFUE Rating ≥ 95%

Gas Fired Steam Boilers

• AFUE Rating ≥ 82%
• *See additional requirements for gas-related projects below

Gas Fired Hot Water Boilers • AFUE ≥ 90%
• Consider installing outdoor reset controls when applicable

Gas Condensing Boiler with On-Demand Hot Water Heater • AFUE ≥ 95%
• Must be replacing either a gas combi heat/hot water boiler, or replacing both gas domestic hot water system and gas space heating system
• Must be considered one unit by manufacturer

Thermostats Programmable Thermostat: Must be 7-day programmable thermostat
Wi-Fi Smart Thermostat: Device must be on list of eligible models for HG&E's Connected Homes Program and also be enrolled in Connected Homes Program.

Indirect Water Heater • Attached to a Gas Fired Boiler with an AFUE (efficiency rating) of 90% or greater. Must be replacing gas hot water heater. 
Customer must have received home energy audit within past 3 years.

Solar Hot Water Heater (up to $5,000) • SRCC Certified
• Up to $5,000 in assistance available (Up to $7,000 if converting from gas, oil or propane)
Note: For weatherization assistance, you must be current HG&E electric customer or must use HG&E for natural gas or electric for primary heating source.

• If RECP funds are used to receive a Blower Door Test, Blower Door Test report must be submitted with post-installation form

Replacement Windows • Current Energy Star Certification for the Northern Climate Zone
• Windows being replaced must be single-pane windows and shall be attested to with application
Home energy audit  required and audit must recommend that the windows be replaced
Replacement Doors Current Energy Star Certification for the Northern Climate Zone


EV Charging Infrastructure • Costs covered: Service upgrades, equipment costs and installation costs
• Must enroll in Connected Homes program


Solar Photovoltaic (PV) Up to $10,000  -  Note that solar financial assistance is available in addition to assistance for energy efficient home improvements, but maximum outstanding assistance granted to a customer is capped at a total of $10,000. Assistance for Solar-PV is only granted to customers who provide documentation that they shall own such system.

*Additional Requirements for gas projects:
     • Input capacity of new system must be less than or equal to input capacity of current system
     • Must have valid gas permit ID
     • Customer must complete any required upgrades to gas service as determined by HG&E
     • Customer must confirm natural gas is available for the project prior to starting work
