CRLMP Permit Program

As a licensee of the Federal Energy Regulatory Commission (FERC), the Holyoke project balances hydroelectric generation with purposeful environmental stewardship that includes protecting valuable natural, cultural, and scenic resources and providing public recreation facilities.

CRLMP Permitting Program

Through the Permitting Program, HG&E is fulfilling its obligation under their FERC approved Comprehensive Recreation and Land Management Plan (CRLMP) to monitor recreational activity along the Holyoke impoundment. Through the CRLMP, HG&E strives to balance the many competing demands for public use of the lands and waters of the Connecticut River within the Project area.

Permit for Residential and Commercial Docks/Ramps

Prior to commencing any dock or ramp construction (including new construction or modification/expansion) within the Holyoke Project Boundary (FERC Licensed Project 2004), an applicant must submit to HG&E an application for permission for this work. This application must be submitted concurrently with the applicant's submittal of a Massachusetts DEP Waterways (Chapter 91) permit application. A copy of your Massachusetts Chapter 91 application must be submitted to HG&E with this completed document and a copy of your property deed.

NOTE: All Residential and Commercial Docks that possess current Chapter 91 Permits/Licenses prior to Dec 21st 2006 and are included in the HG&E 2006 GIS mapping will be deemed approved by HG&E.

Permit for Water Withdrawals

Prior to commencing a water withdrawal within the Holyoke Project Boundary that exceeds an average of 100,000 gallons per day throughout a calendar year and is subject to regulation by the Massachusetts Water Resources Commission, an applicant must submit to HG&E an application for permission for this work.  This application must be submitted concurrently with the applicant's submittal for a permit under the Water Management Act, M.G.L. Massachusetts Chapter 21 G. A copy of your Massachusetts 21G application must be submitted to HG&E with this completed document and a copy of your property deed.

NOTE: All Water Withdrawals that possess Water Withdrawal Permits prior to Dec 21st 2006 and are included in the HG&E 2006 GIS mapping will be deemed approved by HG&E.
